Visa, LANDBANK launch government purchase card to modernize public sector payments

The Philippine government is taking another step toward digitizing public spending.

Visa and the Land Bank of the Philippines (LANDBANK) have launched the LANDBANK Visa Government Purchase Card (GPC), a digital payment solution designed to replace manual cash advances and reimbursement procedures with a more secure and streamlined system for government agencies.

The initiative supports the government’s broader push to modernize public financial management by simplifying procurement-related transactions while strengthening oversight of public funds. It will eventually be complemented by a digital expense management platform aimed at reducing paperwork and giving agencies better visibility into their spending.

Speaking during the launch, Visa Philippines Country Manager Jeffrey Navarro described the initiative as more than just another payment card.

“This is really about helping government agencies make their spending and procurement processes more seamless, more secure, and more transparent. The Government Purchase Card is not just a payment tool — it’s a productivity tool designed to improve efficiency, strengthen financial control, and give agencies greater visibility over their spending,” Navarro said.

Replacing cash advances with digital payments

The LANDBANK Visa GPC works similarly to a corporate purchase card, allowing authorized government personnel to pay for eligible procurement-related expenses without relying on traditional cash advances.

These expenses may include low-value purchases, official travel, recurring operational costs, and other transactions permitted under existing government procurement rules.

Instead of going through lengthy reimbursement procedures, agencies can settle transactions electronically while remaining compliant with government regulations.

According to LANDBANK, the system is expected to reduce paperwork by eliminating several manual steps involved in payment processing, liquidation, and reconciliation.

Government agencies can also configure spending controls, including credit limits and merchant category restrictions, helping ensure purchases remain within approved budgets and procurement policies.

Digital expense platform coming later this year

A key component of the program is an integrated digital expense management platform scheduled for rollout in the fourth quarter.

The platform automatically captures transactions in real time, allowing agencies to reconcile expenses, upload supporting documents, monitor spending, and generate reports from a centralized dashboard. Approval workflows can also be integrated into the system, reducing processing time while improving accountability.

Built-in controls will allow agencies to assign spending limits, restrict purchases to approved merchant categories, and monitor expenditures across departments. The system is also expected to give auditors and oversight agencies better visibility into government spending.

Navarro said the integrated expense management platform is what distinguishes the new GPC from earlier government payment initiatives. “The expense management tool captures transactions in real time, allows easy reconciliation, integrates into approval workflows, and provides governance and visibility over government spending. It creates accurate data that enables agencies to manage spending within their controls and budgets,” he explained.

Cutting paperwork for government agencies

LANDBANK Executive Vice President Marilou L. Villafranca said the program is expected to significantly reduce administrative work by replacing paper-based reimbursement processes with digital transactions.

“This will cut manual processes involving paper-based cash advances and liquidation because it works like a credit card. Agencies simply use the card, and after the billing cycle, they settle the amount.”

She added that the accompanying expense management platform will make it easier for both cardholders and accounting personnel to monitor and reconcile expenses, improving efficiency while providing greater transparency over agency spending.

Rollout begins with selected government agencies

The Bureau of the Treasury is among the first government institutions to implement the LANDBANK Visa GPC, including its regional offices.

LANDBANK said more than 100 government agencies have already adopted the Government Purchase Card program, with hundreds of cards issued to agency heads and key officials.

The bank hopes to expand the program to roughly 2,000 government agencies over time as more organizations transition to digital expense management.

Officials also hope to expand the program to eventually being adopted by local government units (LGUs), state universities and colleges (SUCs), and government-owned and controlled corporations (GOCCs).

Navarro said the rollout will follow a phased approach to allow agencies to familiarize themselves with the system before a wider deployment. “Like many digital implementations, we want agencies to become comfortable with the system first, understand how it works, address any concerns, and identify potential pain points before a broader rollout.”

Visa said the platform leverages the company’s existing investments in fraud prevention, cybersecurity, artificial intelligence, and payment security, providing government agencies with the same security infrastructure used across its global payments network.

Government agencies have long relied on paper-based cash advances and reimbursement procedures that can be time-consuming for both employees and finance teams.

By combining digital payments with automated expense management, the LANDBANK Visa GPC aims to simplify procurement, strengthen financial controls, and improve oversight of public spending.

For years, digital payments in the Philippines have largely been associated with consumers and businesses. The introduction of the LANDBANK Visa GPC signals that the government’s own financial operations are beginning to follow the same path.

If adopted more widely, the program could help modernize how public funds are managed while giving government agencies better tools to improve oversight, reduce administrative work, and make day-to-day procurement more efficient.
