AWS Philippines eyes nationwide impact through community-led ‘inclusive tech’ strategy

As the country accelerates its digital transformation, Amazon Web Services (AWS) is placing accessibility and diversity at the core of its 2026 strategy.

During a media briefing held earlier this week, AWS leadership detailed a roadmap to ensure that no aspiring Filipino talent is left behind, reinforcing a long-term commitment to inclusive tech growth nationwide.

Defining inclusive tech

In line with the framework set by the Department of Information and Communications Technology(DICT), inclusive tech in the Philippine context is defined by four critical pillars:

  • Access for all: Ensuring marginalized, low-income, and rural communities can access internet-enabled devices.
  • Digital skills improvement: Fostering the skills required to navigate digital platforms, addressing the gap where only two-fifths of Filipinos currently possess basic ICT skills.
  • Accessibility features: Designing software that caters to individuals with disabilities, including screen readers and audio descriptions.
  • Language and design: Creating localized, easy-to-understand content and applications like the eGov PH Super App.

AWS Philippines Country Manager Precious Lim

Addressing the scale of the opportunity, AWS Philippines Country Manager Precious Lim emphasized that the mission is to make cloud and AI learning accessible regardless of a learner’s background. “There is a huge opportunity to get our Filipinos… skilled on AI, cloud, and new technology,” Lim stated during the event.

She explained that upskilling is most effective when it moves beyond the classroom. “It’s a combination of the three… formal, buddy, and experiential,” she noted, pointing to a hybrid model that combines structured training with hands-on experience and peer support. According to Lim, this approach ensures that even individuals without technical backgrounds can begin their journey into the cloud.

Safe spaces that empower learning

A recurring theme during the discussion was the role of “safe spaces” in technical education.

Lim highlighted that the AWS Cloud Communities provide an environment where beginners can experiment without fear of judgment. “It creates a safe space… ask anything and there will be someone to respond,” she said.

AWS Hero Raphael Quisumbing reinforced this, noting that many learners gain their footing in these communities before showcasing their skills professionally. “Sometimes they’re shy to learn in their own company… so they go through the community… then suddenly, ‘boss, I’m certified,’” Quisumbing shared, highlighting how community-led confidence-building is a vital component of digital equity and tech inclusion.

The strategy also focuses on diversifying the pipeline through programs like BuildHers+ and student-led Cloud Clubs.

Community member Uriel Alonso shared her journey as a testament to this impact: “Through this community, we learned… since we have mentorship workshops. Most of the people from the community start with zero knowledge.”

Geographic barriers are now also being dismantled.

Quisumbing observed that significant talent exists well beyond the capital’s borders. “There’s actually quite a lot of talent outside Metro Manila… they don’t have to be here to really get a Metro Manila salary or even beyond that,” he concluded.

The future of these initiatives lies in scaling community-driven learning to all corners of the archipelago.

By lowering entry barriers and championing localized support, the cloud giant is not just building technical capacity — it is reshaping the digital economy to ensure that the future of Philippine tech remains open to everyone.
