The Philippine Economic Zone Authority (PEZA), Japanese sustainability technology company Zeroboard Inc., and startup ecosystem builder TechShake are set to launch PEZA e-SuRGE: Digitalizing the Sustainability Reporting Guide for Exporters, an initiative designed to help PEZA-registered enterprises strengthen their sustainability reporting capabilities.

The project will transform PEZA’s existing Sustainability Reporting Guide for Exporters, or SuRGE, into a digital reporting system through the Zeroboard platform. It aims to make sustainability reporting more efficient, accessible, and scalable for exporters operating within PEZA economic zones.
The launch event will be held on June 4, 2026, from 2:00 PM to 5:00 PM at Seda Nuvali in Sta. Rosa, Laguna. It will bring together C-suite executives, sustainability heads of PEZA-registered enterprises, government representatives, and industry stakeholders.
Supporting ESG readiness among exporters
The SuRGE framework was developed by PEZA as an Environmental, Social, and Governance (ESG) reporting guide based on the Global Reporting Initiative (GRI) standards. It was created to help PEZA-registered enterprises adopt sustainability reporting practices aligned with evolving global standards and stakeholder expectations.
Through PEZA e-SuRGE, the manual reporting process will be digitized using Zeroboard’s cloud-based sustainability management platform. Zeroboard’s platform enables companies to collect, manage, visualize, and disclose ESG-related data, including greenhouse gas emissions, supporting sustainability reporting, regulatory compliance, and decarbonization initiatives.
The initiative is also expected to help exporters prepare for changing global sustainability disclosure requirements, especially as companies face growing pressure to track and report their environmental and social impact.
Japan-Philippines cooperation on sustainability
The PEZA e-SuRGE initiative is subsidized by Japan’s Ministry of Economy, Trade and Industry (METI). The program will also highlight Philippine-Japanese cooperation in advancing sustainability initiatives and promoting responsible trade practices.

Guest speakers for the launch include Emmanuel “Loy” Cortero, PEZA Deputy Director General for Policy and Planning; Masafumi Sugano, Senior Director for Energy and Environmental Policy under METI’s GX Policy Group; and Takashi Goto, Executive Director of the Japan External Trade Organization (JETRO) Manila.
The program will feature discussions on ESG reporting, sustainable trade, and cross-border collaboration between Philippine and Japanese stakeholders.
Digitalizing sustainability reporting
Under the initiative, PEZA, Zeroboard, and TechShake will work together to support the digital transformation of sustainability reporting among PEZA-registered enterprises.
Key areas of cooperation include the digitalization of the SuRGE reporting framework, ESG reporting education and awareness initiatives for PEZA locators, pilot implementation support for participating enterprises, and the promotion of sustainability reporting aligned with international standards.
The partnership will also support networking and ecosystem-building activities focused on sustainable business practices.
PEZA is responsible for promoting investments, facilitating business operations, and administering incentives for export-oriented enterprises in special economic zones across the Philippines. Zeroboard, meanwhile, provides cloud-based sustainability management solutions for organizations across Asia.
TechShake, which operates across the Philippines and Southeast Asia, supports startups, corporations, and ecosystem stakeholders through market entry support, business matching, innovation programs, venture building initiatives, events, and strategic consulting services.
