PH healthcare outsourcing booms, but global payments remain a pain point — Payoneer

The Philippines is carving out a new role on the world stage, moving beyond its traditional call-center reputation to become a global powerhouse in high-value healthcare outsourcing. With a workforce of over 200,000 remote professionals handling everything from clinical documentation to telehealth,1 the country’s Healthcare Information Management Services (HIMS) sector is booming.

But as this industry scales, its operational challenges grow — particularly when it comes to managing global payments efficiently. This story reveals how fintech company Payoneer is helping bridge this gap, ensuring the Philippines remains competitive in this lucrative, fast-growing market.

DTI: PH healthcare outsourcing a booming industry

According to data from the Department of Trade and Industry (DTI), the HIMS sector is a cornerstone of this economic evolution. In 2024, it generated a staggering US$4.2 billion in revenue, and analysts predict it will continue its impressive growth at a rate of 9% annually through 2028. 2

This shift to more specialized, knowledge-based services is a strategic move, positioning the Philippines to capture a larger share of the global healthcare market, particularly from North America, which accounts for 75-80% of demand.

“The Philippines is becoming a global health technology outsourcing powerhouse, thanks to its skilled workforce, strong compliance standards, and cost-effective operations,” said Monique Avila, Senior Director of Customer Success for Asia-Pacific at Payoneer. 3

This surge in demand is fueled by the massive global market for healthcare services. The medical billing outsourcing segment alone is projected to reach $30.2 billion by 2030, 4 while the telehealth market is on track to hit $455 billion in the same period. 5

For a country with a large pool of talented and trained medical professionals, this presents a monumental opportunity.

A case study in payment friction

For many companies operating in this space, the rapid growth also exposes a major weakness: outdated payment systems. Managing a remote workforce across borders introduces hurdles like high transaction fees, complex international banking regulations, and long delays in processing payments. These issues create unnecessary strain on both the business and its remote professionals, many of whom rely on these payments to support their families.

One company that experienced this firsthand is Global Medical Virtual Assistants (GMVA). GMVA specializes in connecting U.S.-based healthcare providers with skilled Filipino professionals who handle crucial administrative and clinical tasks. Prior to working with Payoneer, GMVA faced significant friction with its payment processes, including expensive cross-border transaction fees and high bank-maintaining balance requirements.

For a business that supports clinics, hospitals, and sensitive patient care in the U.S., delayed pay risked morale, trust, and overall service quality. “You shouldn’t have to work to get your money when you’re working,” said Michelle DiClemente, Accounting Manager at GMVA. “Our people need to focus on their patients, not on whether they’ll receive their money on time.”

The company’s rapid growth, spurred by the pandemic-accelerated shift to virtual healthcare, made a scalable payment solution a necessity. “We’re growing significantly and will continue to grow, so it’s important that we invest in tools that support our scalability,” added Mary Grace Avelino, General Manager at GMVA.

With the Philippines solidifying its position as a key player in the global health technology space, its ability to attract and retain top talent will depend not only on its skilled workforce but also on its capacity to support them with efficient, reliable, and fair payment systems.

As the industry continues to evolve, this synergy between specialized services and advanced fintech will be crucial for the Philippines to achieve its ambitious growth targets and cement its status as a global health tech powerhouse.
