The Digital Bank Association of the Philippines (DIBA PH) has formally expressed its full support for Secretary Henry Rhoel R. Aguda, the newly appointed head of the Department of Information and Communications Technology (DICT), commending his vision for an inclusive and digitally empowered nation.

In a statement issued on June 9, the Digital Bank Association of the Philippines welcomed Aguda’s appointment, citing his deep understanding of digital finance and public sector innovation. As a former trustee of DIBA PH, Aguda had worked closely with the digital banking sector, making him uniquely positioned to lead the country’s digital transformation efforts.
“Secretary Aguda brings a rare blend of public and private sector experience to the DICT at a time when the Philippines is at a critical juncture in its digital journey,” the association said. “We are confident in his leadership and share his commitment to a future where no Filipino is left behind in the country’s digital transformation.”
Advancing the “Bagong Pilipinas” agenda
Aguda’s appointment aligns with President Ferdinand Marcos Jr.’s vision of a “Bagong Pilipinas”, a national push for modernization, transparency, and inclusive development. Under this mandate, the DICT is set to prioritize expanded digital connectivity, strengthened cybersecurity, and robust digital infrastructure — pillars considered essential for a thriving digital economy.
For the digital banks and financial technology providers in the country, these initiatives are more than policy goals — they are foundational to delivering secure, accessible, and innovative services to millions of Filipinos, particularly those in underserved and remote communities.
Digital finance thrives in environments where reliable connectivity, secure data systems, and a culture of innovation are in place. Secretary Aguda’s background and experience give him a clear understanding of these critical elements, positioning him as a capable partner in building a financial ecosystem that supports the country’s digital future.
Digital banks association see a trusted voice in the digital space

Before his DICT appointment, Secretary Aguda built a solid reputation in both the tech and finance sectors. As an executive and digital strategist, he has led key digital transformation initiatives and is known for championing consumer-centric innovations. His tenure as a DIBA PH trustee gave him firsthand insight into the regulatory and technological needs of the country’s digital banking sector.
His mantra, “walang iwanan sa digital bayanihan”, has already resonated widely in both public and private circles. It reflects a collective responsibility to ensure that the country’s shift to a digital-first society is inclusive—bridging digital divides rather than widening them.
DIBA PH sees this as a guiding principle that aligns with the digital banking association’s mission to support a fully digital, secure, and inclusive banking experience.
Strengthening public-private collaboration

The association, which comprises six BSP-licensed digital banks — GoTyme Bank, Maya Bank, Overseas Filipino Bank, Tonik Bank, UnionDigital Bank, and UNO Digital Bank — has reaffirmed its commitment to working with the DICT under Secretary Aguda’s leadership.
DIBA PH emphasized that public-private collaboration is the key to unlocking the full potential of the digital economy, expressing eagerness to contribute expertise and resources to joint efforts in digital ID, open finance, AI governance, and digital literacy, where their experience can complement DICT’s goals.
In particular, the group highlighted the importance of continuing to streamline digital onboarding, securing infrastructure for cashless transactions, and building trust through robust cybersecurity frameworks, all initiatives they believe will benefit from Aguda’s tech-savvy and collaborative leadership style.
A digital future within reach

With Secretary Aguda leading the DICT, stakeholders in the digital banking sector are optimistic that the Philippines can rapidly advance its digital maturity and bridge persistent gaps in connectivity, inclusion, and digital trust.
The association concluded by expressing their readiness to contribute, believing that together they can build a secure, inclusive, and future-ready digital Philippines that benefits everyone.
