Cebu Landmasters, Inc. (CLI) and Xavier University (XU) are developing a ₱120-million access road in Cagayan de Oro City aimed at improving urban connectivity and supporting the city’s growing participation in the digital and technology-driven economy.
The Manresa Access Road is a joint infrastructure project built on land contributed by both institutions and fully funded by CLI.
Once completed in the fourth quarter of 2027, the road will link Uptown and Downtown Cagayan de Oro via the Macasandig Bridge, strengthening access between residential, academic, and commercial districts.

According to CLI, the project is intended to address mobility constraints in the city while reinforcing integrated township development within Manresa Town, its 14.6-hectare university township adjacent to Xavier University’s Masterson Campus.
The project officially commenced following a concrete pouring ceremony held on January 23.
New access road to support uptown CDO growth

Spanning approximately two kilometers and measuring 10 meters wide, the Manresa Access Road will directly connect Masterson Avenue to Balulang Road.
CLI said the new route is expected to reduce travel time, ease congestion on existing corridors, and improve access to Uptown CDO, which has seen increasing residential and commercial activity in recent years.
Beyond transport efficiency, improved connectivity is also seen as an enabling factor for digitally driven sectors, including e-commerce, online services, and financial technology platforms that depend on dense consumer clusters and reliable access between business hubs.
Manresa Town has been positioned by CLI as a mixed-use university township designed to serve students, educators, and professionals working in Uptown CDO.

The development is linked to Xavier University’s Masterson Campus, also referred to as the Campus of the Future, which has been expanding its facilities for technology-oriented learning and research.
The township incorporates open spaces, green areas, and dedicated bike lanes, and is located near a 28-hectare protected forest area. CLI said the project is designed to balance urban expansion with environmental considerations.

“Manresa Town is built to support the long-term growth of Uptown CDO by providing a connected and sustainable environment for learning, living, and working,” said CLI Chairman and Chief Executive Officer Jose Soberano III.

CLI noted that One Manresa Place, the township’s first residential project, recorded ₱4 billion in sales within two days of its launch last year and is now 99 percent sold.
The developer said its partnership with Xavier University is intended to ensure that infrastructure development is aligned with educational and social priorities in Northern Mindanao, particularly as Cagayan de Oro positions itself as a regional center for services, trade, and technology.
With improved access between academic institutions and commercial districts, the Manresa Access Road is also expected to support the growth of startups and digitally enabled enterprises, including fintech services, which require proximity to talent pools, business centers, and transport infrastructure.
CLI currently has more than 130 projects across 18 cities in the Visayas and Mindanao and is preparing to launch its first development in Luzon.
